Marquee with working hyperlinks

I have just added some script to the scrolling items in a marquee just to give some manipulation to the links, rest is in your hand how to handle the items and make script work.

WHAT IS JAN LOKPAL BILL?

Salient features of Jan Lokpal Bill:

  1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up
  2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.
  3. Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.
  4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.
  5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.
  6. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month’s time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.
  7. But won’t the government appoint corrupt and weak people as Lokpal members? That won’t be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.
  8. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.
  9. What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.
  10. It will be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corruption.

Lokpal will have no power to initiate suo moto action or receive complaints of corruption from the general public. It can only probe complaints forwarded by LS Speaker or RS Chairman. Lokpal will have powers to initiate suo moto action or receive complaints of corruption from the general public.
Lokpal will only be an Advisory Body. Its part is only limited to forwarding its report to the “Competent Authority” Lokpal will be much more than an Advisory Body. It should be granted powers to initiate Prosecution against anyone found guilty.
Lokpal will not have any police powers. It can not register FIRs or proceed with criminal investigations. Lokpal will have police powers. To say that it will be able to register FIRs.
CBI and Lokpal will have no connection with each other. Lokpal and anti corruption wing of CBI will be one Independent body.
Punishment for corruption will be minimum 6 months and maximum up-to 7 years. The punishment should be minimum 5 years and maximum up-to life imprisonment.
Lokpal will not be a monopoly for particular area

International Krishi Expo 2011 18th to 20th February, 2011

Sankalp Samaj Sewa Sansthan, Jaipur, Rajasthan, India is organising an International Krishi Expo 2011 during 18th to 20th Feb, 2011 at Bhawani Niketan Ground, Sikar Road, Jaipur, Rajasthan, for the agrarian community with following aims:

  1. Disseminate information about new technology and best farming practices.
  2. Demonstrate new farm implements.
  3. Make aware for various Govt. schemes (RKVY, NFSM, NAIS etc.)
  4. Sensitize different stakeholders.
  5. Feedback from farmers.

This is a mega event for the agrarian community (farmers and agricultural suppliers) in Rajasthan region. The Expo will be inaugurated by State Chief Minister. The guest will be from ministries and other distinguished personalities. There will be various events like Kisan goshthis, seminars, interaction with farmers, nukkad nataks, live shows, puppet shows, folk shows, cultural showe etc.

5th All-India Krishi Vigyan Kendra Conference-2010

Fifth All-India Krishi Vigyan Kendra Conference-2010 was organised at Mohanlal Sukhadia University auditorium, Udaipur, Rajasthan, India during 22-24 December, 2010. The Indian Council of Agricultural Research and Maharana Pratap Agricultural University, Udaipur jointly organized the conference with the theme, “Development of entrepreneurship among farmers”. In addition to technical sessions, an exhibition on entrepreneurship in agriculture was also organized depicting farm innovations. Programme coordinators of 589 Krishi Vigyan Kendras, Vice-Chancellors of State Agricultural Universities, officials of ICAR and Planning Commission, agricultural scientists and progressive farmers participated in the conference.

The conference was inaugurated by Her Excellency the President of India, Smt. Pratibha Devisingh Patil. Distinguished guest included His Excellency Governor of Punjab and Rajasthan Shri Shivraj Patil, Chief Minister of Rajasthan Shri Ashok Gehlot, Union Minister of Agriculture & Consumer Affairs, Food and Public Distribution Shri Sharad Pawar, Union Rural Development Minister Shri C. P. Joshi and Minister of State for Agriculture & Consumer Affairs, Food and Public Distribution Prof. KV Thomas.

Her Excellency the President of India, Smt. Pratibha Devisingh Patil in her inaugural speech said that Farmers’ access to new innovations is an integral aspect of success in this. There is an urgent need to bring about a radical change in the extension machinery, which should aim at integration of research-extension-farmers-market linkages. The extension system should be re-engineered with the active participation of government agencies, the corporate sector, NGOs, farmers’ organizations and Self Help Groups. In other words, a new concept of Public-Private-People-Participation in extension needs to be evolved. Just as Aasha workers under the National Rural Health Mission, it is possible to enroll an army of trained “Kissan Bandhus” attached to the Krishi Vigyan Kendras across the country, who could help farmers through extension activities.

I call upon the KVK system to be a harbinger of the Second Green Revolution in the country. Efforts should be made to encourage each and every KVK to work actively in their respective areas and their genuine needs should also be looked into, to make them functionally effective. This is necessary to also revitalise our rural areas and as Gandhiji said, “If the village perishes, India will perish, too”. We have to do everything to keep farmers in our villages productive, and make them progressive for the prosperity of our country.

Other distinguished speakers highlighted that knowledge is instrumental in rural and agricultural development and emphasized that knowledge delivery can be made more effective and timely with the help of line departments of rural ministry and other related organizations.

Dr. S. Ayyappan, Secretary, DARE and Director General, ICAR introduced the theme of conference along with major highlights of the contributions of the Council in this direction.

KVK, Kannauj; KVK, Kanchipuram and KVK, Kaddlur were awarded the Best KVK award. Important publications were released in the conference which also included database of 60,000 progressive farmers across the country and 101 inspiring technological interventions (Agritech Interventions – Harbingers of Prosperity 2010). On closing Dr. K.D. Kokate, Deputy Director General (Agricultural Extension), ICAR proposed vote of thanks.

Online Reporting System of KVKs (Any Time KVK – ATK)

ICAR has recently launched its new initiative to manage activities of KVKs, online reporting system for KVKs. This online reporting system is a part of ‘Any Time KVK’ (ATK), an intranet service of Agricultural Extension Division, ICAR’s portal ‘Wagon Wheel Windows’.

This ATK software is developed by Agricultural Extension Division, ICAR in collaboration with VLH Solutions, Hyderabad. This software provides a facility of hassle free entry of data, planning and execution of various activities, hands free generation of various reports and serves as national repository of information on technology assessment, refinement and demonstration by the KVKs.

With the help of ATK, Subject Matter Specialists (SMS) would be able to plan and schedule activities, properly record accomplished jobs, and obtain online approval for scheduled tasks. Now the Program Coordinators (PC) would also be able to review, modify and approve action plans, monitor activities of individual SMS and generate structured reports. This software empowers Zonal Project Directors and senior officials of ICAR to review and monitor activities of KVKs under their operational jurisdiction at any time. This software includes some other salient features like secure and authenticated user logins, astute micro and macro level planning, seamless and online access to KVK database. Agriculture Extension Division, ICAR has also conducted a two day online training on ‘online reporting system of KVKs’ which was inaugurated by Dr. K.D. Kokate, DDG (Agriculture Extension), ICAR on 30th July 2010 and continued to 31st July, 2010.

This is a big initiative of ICAR for the timely and accurate submission of information by KVKs. Now KVKs need to react to ATK in a very sustaining and positive manner by filling the information on time and with accuracy to make this initiative really successful.
